- Abstract
This study aims to analyze the implementation of the Special Autonomy policy and digital-based investment services in Southwest Papua Province. Southwest Papua, which faces infrastructure challenges and limited human resources, has significant economic potential that has not been fully optimized. This research employs a qualitative case study method, collecting data from various stakeholders to explore the impact of digitalization on investment services in the region. The analysis uses the framework from Puustinen et al. (2012), which includes economic, functional, emotional, and symbolic goals. The findings reveal that while digitalization has improved the efficiency and transparency of investment services, there are substantial challenges such as digital infrastructure disparities, low technological literacy, and issues of political and security stability. In conclusion, achieving inclusive and sustainable economic growth requires a more comprehensive strategy, including improving human resource capacity and aligning special autonomy policies with national digitalization policies. Periodic evaluations of policy effectiveness are also needed to ensure sustainable economic development in Southwest Papua.
