Abstract

This study explores the participatory management approach in addressing violence against women and children in Southwest Papua, a region facing social and geographical complexities. The research highlights the limited community participation due to patriarchal culture, distrust of government institutions, and geographical isolation. Utilizing a qualitative case study method, data were collected from various stakeholders to understand the effectiveness of the participatory management model. The study employs six key indicators: classical management model, motivation to adopt change, open-door policy, decision-making, communication process, and hope for the future. Findings reveal that the hierarchical bureaucratic structure and inadequate communication hinder effective participation. Resistance to change, especially in customary law systems, also limits the community’s involvement. Despite these challenges, there is hope, as local initiatives and collaboration with NGOs show positive results in certain areas. The study concludes that increasing community participation requires adaptive strategies tailored to local contexts, involving community leaders, improving trust in government, and utilizing technological advancements. Strengthening the integration of top-down policies and bottom-up initiatives is essential for the long-term success of violence prevention programs in Southwest Papua.
