Abstract

This study aims to analyze the effectiveness of performance management in Southwest Papua Province. The background of this research is the importance of effective performance management in supporting employee performance, especially in new provinces that require administrative structuring and optimal human resource management. Good employee performance will encourage the success of government programs in improving people’s welfare. The research method used is a descriptive study with a qualitative approach with employees in several government agencies in Southwest Papua Province. Data analysis was carried out using descriptive analysis techniques to provide an overview of employee perceptions of the effectiveness of the performance management system implemented. The results showed that although there have been efforts to implement an effective performance management system, there are still some obstacles related to infrastructure, employee training, and evaluation mechanisms that are not yet optimal. Several factors such as limited resources and inter-agency coordination are also major obstacles in implementing effective performance management. In the end, it was found that the effectiveness of performance management in Southwest Papua Province still needs to be improved, especially in terms of employee training and the development of a more comprehensive evaluation system.
