- Abstract
This study aims to analyze how policy communication carried out by the Makassar City Government related to Makassar Mayor Regulation Number 21 of 2023 concerning the Prohibition of the Use of Plastic Bags. This research method uses a qualitative approach with a case study research design. Data sources are primary data and secondary data obtained through observation, interviews and documentation. This study was analyzed using the policy communication approach by Lasewell (2007), namely who, says what, in which channel, to whom, with what effect. The results of the study show that the communication carried out has not been effective because the Environment Agency as a leading sector has not used communication facilities that can reach the wider community. In addition, the information on the prohibition of the use of plastic bags is still partial, where modern types of stores have switched to using eco bags while other types of businesses such as traditional markets and the like still use plastic bags. This shows that the Makassar City Government needs to formulate a policy communication strategy that is tailored to the segmentation of policy goals.
