Abstract

This study aims to understand the development of civil servant competencies in applying non-classical training, such as e-learning, inhibiting factors, driving factors and efforts made at PPSDM Kemendagri Makassar Region. This research uses descriptive methods with qualitative research where data collection is based on the results of observations, interviews and documentation at the locus. The Author research concluded that the development of civil servant competencies in the application of non-classical training, especially e-learning, still needs to be improved and still needs to be developed from the program used in implementing activities such as supervising the implementation of activities. The thing that encourages training activities with e-learning is the changing times towards the era of the Industrial Revolution 4.0, which prioritizes technology in people’s lives, including in government, especially in the process of developing civil servant competencies and after the co-19 pandemic, which limits classical or face-to-face training so that training with the e-learning model must be carried out in order to fulfil the rights of civil servants in conducting competency development in the form of training.
