- Abstract
This study aims to analyze how public service innovation is with case studies of local governments in Indonesia. One form of innovation carried out by the Makassar City Regional Government is to present a tax payment application, namely PAKINTA (Integrated and Digitized Tax). This study uses a qualitative approach with a research design, namely a case study. Furthermore, the data collection technique in this study was carried out by interviews, observations, and document reviews. The data analysis technique is carried out by organizing and preparing data, reading and understanding data, encoding data, generating themes/descriptions, and interpreting the meaning of themes/descriptions. This study was analyzed using Steelman’s theory, namely factors combined in three macro categorizations according to individuals, structures, and cultures. The research results found that individual, structural and cultural factors are innovation factors that can be implemented in innovation PAKINTA. The results of the study found that individual, structure, and cultural factors are innovation factors that can be implemented in PAKINTA’s innovation. The Regional Revenue Agency in implementing the PAKINTA application innovation pays attention to individual factors, structural factors, and cultural factors so that for two years PAKINTA is used it can increase the Regional Original Revenue of Makassar City.
