Abstract

This study aims to analyze the implementation of public service innovation through the Tan-Cep application developed by the Civil Service Police Unit of Tolitoli Regency. This application is designed to make it easier for the public to report public order disturbances quickly through a digital platform. A qualitative approach was used in this study, by collecting data through observation, interviews, and document review related to the Tan-Cep application. The analysis was carried out using Everett M. Rogers innovation attribute theory, which includes five attributes of innovation adoption, namely: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The results of the study indicate that the Tan-Cep application has a relative advantage in terms of time efficiency and user convenience, and is in accordance with the needs of the local community. However, challenges in the form of limited budget, technological infrastructure, and internet coverage in remote areas are still obstacles. In addition, this application is easy to use and adopted by the community, although it needs improvement in socialization and technical support. This study recommends technical improvements, increased socialization, and continuous evaluation to ensure the successful adoption of this innovation in Tolitoli Regency.
