Abstract

This research analyzes the effectiveness of policy communication in the Protection of the Elderly Program (PAITUA) in Southwest Papua Province, which is designed to reduce extreme poverty for the elderly. The research method used is a qualitative case study with data collection through interviews and document analysis. Harold Lasswell’s (2007) communication model was used to analyze the role of the communicator, message content, media channel, audience, and communication impact. The results showed that the local government as the main communicator played a key role in delivering information, while the involvement of community leaders and the media increased the credibility of the message. However, geographical challenges and low literacy levels limited the reach of the messages. The PAITUA program succeeded in increasing public awareness and motivation to participate, but behavior change was still not optimal. In conclusion, improved communication strategies are urgently needed to maximize program outcomes and address extreme poverty. This study provides recommendations for ongoing evaluation and a more inclusive and adaptive communication approach to the socio-geographic conditions of the region.
