Abstract

In response to growing challenges related to urban congestion, pollution, and social inclusion, modal shift emerges as a key strategy to support sustainable urban development. This study examines the issues, behavioral determinants, and implementation prospects of modal shift in a transforming urban context. Drawing on several theoretical frameworks particularly the Theory of Planned Behavior and the Push & Pull model it proposes an analytical approach to assess users’ intentions to change their mode of transport. Through a quantitative survey conducted with a sample of citizens, the study identifies the main barriers, drivers, and dynamics of social acceptability surrounding modal shift. The results highlight that perceptions of comfort, accessibility, social norms, and incentive policies play a central role in influencing behavioral change. The paper concludes with a set of strategic recommendations aimed at public decision-makers to guide the transition toward more sustainable urban mobility.
