Value Co-Creation in Public Healthcare: A Review of Enabling Factors

- Abstract
Digital transformation is reshaping public healthcare by introducing technologies such as AI, telemedicine, and IoT. However, successful implementation depends not only on technology, but also on digital maturity, adaptive change, and stakeholder collaboration. This systematic literature review (SLR) examines how digital maturity and change dynamism influence value co-creation in public healthcare. Based on PRISMA guidelines, 27 peer-reviewed articles (2010–2025) were selected for final inclusion across six databases. Thematic analysis identified four key research areas: digital transformation, co-creation in eHealth, organizational change and leadership, and emerging health technologies. The review reveals limited empirical work, fragmented frameworks, and an underexplored role of change dynamism. It proposes a future research agenda focused on integrated models, cross-context analysis, and ethical governance.
