Abstract

Palu City’s position is very strategic as a center of economic and government growth, so that demand for land use is increasing. Based on data from the Palu City One-Stop Integrated Investment and Licensing Service, from 2022 to 2024, there were 10,508 applications for Compatibility of Space Utilization Activities (KKPR) in Palu City, with the types of activity applications including Industry, Tourism, Education, Trade and Services, Fisheries, Agriculture, Housing, Livestock, Salt extraction, which are concentrated in the city center. Efforts are needed to control space utilization, in order to minimize discrepancies in space utilization activities in Palu City. This research aims to analyze the extent to which space utilization dominates in Palu City based on KKPR data, as well as calculating the percentage of inconsistency between space utilization activities with spatial pattern directions and the implications for planning in Palu City. The method used is the GIS analysis method, namely Spatial Analyst, overlay (intersect) analysis and calculation of the percentage of space utilization area. The most types of space utilization activities based on KKPR applications in Palu City are trade and services covering an area of 1,417.89 ha, housing covering an area of 95.01 Ha, and industry covering an area of 52.15 Ha. The dominance of space utilization in Palu City has occurred in the type of industrial space utilization activity which has a dominant area percentage of 53.46% compared to the corresponding one, in Mantikulore District at 10.32 Ha, South Palu 6.72 Ha; and North Palu 4.17 Ha. Inappropriate use of existing space needs to be minimized or its growth inhibited, so that it does not have widespread implications in Palu City. A comprehensive handling strategy is needed, to maintain consistency in the management of space in Palu City, according to the direction of the existing spatial planning plan.
