Abstract

Research on socio-cultural adaptation in the context of tourism development continues to be of interest, especially in areas with strong local traditions and values. In this case, the development of halal tourism is often a challenge for local communities who must adapt to the needs of tourists without ignoring their cultural identity. This study aims to analyze the socio-cultural adaptation of the Toba Batak ethnicity as a local community towards the development of halal tourism in Tomok Tourism Village, Samosir Regency. The research used ethnographic methods conducted through data collection in the form of participant observation and ethnographic interviews. All data were transcribed verbatim, processed manually and analyzed and interpreted taxonomically. The results of the study describe the development of halal tourism did get a counter response from the local community. The counter situation is inseparable from the lack of understanding of the community related to the halal tourism development plan and is in no way related to religious sentiment. This can be seen from the development of physical carrying capacity that accommodates the needs of Muslim tourists such as halal restaurant facilities, houses of worship and lodging. It even raises the process of socio-cultural adaptation of the local community through the cultural mechanisms of parhobas (social workers), martumppak (donations) and business partnerships (marsirippa), both as entrepreneurs, managers, and employees, as well as regional separation that creates a cohesive life which is also a support for services for Muslim tourists.
