Abstract

This research is motivated by the challenges in the professional ethics of Civics teachers, highlighted by over 1,200 cases of ethical violations reported in the 2022 National Education Performance Evaluation. The majority of these cases are caused by a lack of understanding of the professional code of ethics. The rapid advancement of digital technology has not only transformed the learning environment but also posed ethical challenges in educational practice. Civics Education teachers, as role models of civic values, are required to integrate professional ethics into the teaching process while utilizing digital-based learning tools. Civics teachers play a strategic role in shaping student character based on Pancasila values. However, existing teaching modules are often generic and irrelevant to the needs of teachers in the digital era. The objective of this research is to develop a Pancasila-based professional ethics teaching module for pre-service Civics teachers, who are considered digital natives, in order to enhance students’ cultural and civic literacy. This study employs a Research and Development (R&D) approach using the Borg & Gall model, which includes needs analysis, design, validation, trials, revision, and implementation. Data were collected through interviews, questionnaires, and documentation, and subsequently analyzed using both qualitative and quantitative methods. This paper is expected to enrich the literature on the development of Pancasila-based professional ethics teaching modules and to enhance the competence of the new generation of digital native teachers.
