Abstract

The period from 2014 to 2025 marks a transformation decade in Indi’s administrative landscape, characterized by the strategic integration of Information and Communication Technology (ICT) into governance. This study explores the evolution of digital governance in India by examining key policy frameworks, institutional innovations and technological interventions that have redefined the relationship between the state and citizens. Anchored in the vision of digital India, the government’s initiatives have sought to enhance transparency, accessibility and accountability through digital platforms and intelligent systems. From the establishment of online service delivery portals and direct benefit transfers to the proliferation of artificial intelligence, big data analytics and identity systems, ICT tools have become pivotal instruments of governance.

The paper critically analyzes the strategic milestones including e-Kranti, MyGov, UMANG and BharatNet to trace how digital governance evolved from a service-oriented approach to a data-driven model of administration. It also assesses the challenges related to digital inclusion, cyber security and infrastructural disparities that continue to shape the digital divide. By mapping policy intent against implementation outcomes, this study provides a holistic understanding of India’s digital governance trajectory. The research ultimately underscores how the decade 2014 to 2025 has not only digitized governance but also transformed the very architecture of public administration in India.
