- Abstract
The move towards digitizing land records is an important step, as it helps bring more transparency, makes processes faster, and ensures governance that focuses on citizens’ needs. In Assam, the Dharitree system played a pioneering role in modernizing land administration by transforming traditional paper-based records into a centralized digital database. This paper traces the journey of land record management in Assam, from the early implementation of the software called ‘Dharitree’ to its current integration within Mission Basundhara the state’s flagship e-governance initiative. By examining the system’s design, accessibility, and service delivery processes, the study demonstrates how digitization has improved transparency, reduced delays in administrative procedures, and created large-scale structured datasets that provide a foundation for application of Artificial Intelligence (AI) in land administration. The research also explores potential uses of AI in land administration which may help in identifying anomalies, predicting disputes, and supporting GIS-based land-use planning. Combining both qualitative and quantitative insights, the paper highlights the transformative effects of e-governance in Assam with special reference to land record digitization process and Mission Basundhara.
