Abstract

The study evaluates the effectiveness of dissemination strategies by Local Government Units (LGUs) in relaying newly instituted ordinances, in conjunction with the issues experienced by barangay officials in the implementation of those ordinances. The research analyzed associations between dissemination strategies, governance issues, and implementation effectiveness through the utilization of a Partial Least Squares Structural Equation Modeling methodology (PLS-SEM). Findings show that while LGU strategies, such as public consultations, town hall meetings, and digital communication strategies, improved ordinance dissemination, significant barriers including budget issues, language barriers, access to technology, as well as training opportunities were considerable barriers to ordinance implementation among barangay officials. PLS-SEM findings provide insight that while dissemination strategy effectiveness impacts ordinance implementation, the influence in responsiveness to governance issues impact implementation effectiveness at a greater level. Consequently, continued attention to communication strategies, resource allocation, and involvement are needed to promote successful policy implementation. This study contributes to empirical evidence of how dissemination strategies and governance issues impact localized policy outcomes in the governance literature.
