Abstract

The realistic logic and hindering factors of developing new quality productivity with state-owned enterprises as the core were analyzed. By promoting original technological innovation, integrating the industrial chain, and actively responding to international conflicts, endogenous power, industrial carriers, and security bases were provided for new quality productivity. Under the new situation and requirements, and constrained by external shocks and institutional mechanisms, state-owned enterprises have not yet established a new type of labor force, new labor production relations, and utilization mechanism for new production factors that are suitable for the development of new quality productivity. Research has shown that state-owned enterprises should focus on improving mechanisms for technological innovation and market-oriented operations, accelerate the establishment of new production relations, further enhance innovation vitality, operational efficiency, and development momentum, cultivate and form new quality productive forces, better play the role of technological innovation, industrial control, and security support, and help the economy and society achieve high-quality development.
