Research on the Incentive Effect of Industrial Structure Rationalization on the Upgrading of Human Capital Structure in Northeast China

- Abstract
Against the backdrop of promoting the comprehensive revitalization of Northeast China in the new era, the upgrading of human capital structure has become a key solution. This paper selects the panel data of three provinces in Northeast China from 2013 to 2023, uses the spatial vector angle method to measure the upgrading level of human capital structure, employs the modified Theil index to measure the rationalization level of industrial structure, and applies the dynamic panel GMM model to calculate the quantitative relationship between industrial structure rationalization and human capital structure upgrading. The empirical results show that the rationalization of industrial structure has a significant incentive effect on the upgrading of human capital structure in Northeast China. In view of this, this paper proposes the following policy suggestions: (1) Increase investment in human capital; (2) Strengthen industrial structure adjustment and optimization; (3) Build a favorable business environment.
