Abstract

This paper conducts a multi-dimensional assessment of development projects in different regions from the perspective of the Capabilities Approach (CA), focusing on capacity enhancement in the areas of economy, technology, society, and environment to foster sustainable development. The aim is to provide a theoretical foundation for improving policy design in these development projects. CA theory posits that the core of development should focus on enhancing “functional capabilities” to help individuals achieve multi-dimensional improvements and realise genuine freedom. Unlike traditional economic approaches, CA emphasises the potential for individual freedom of choice in aspects such as health, education, and social relationships. Through a comparative case study of the Humbo CDM project in Ethiopia and the Tongzi County Bamboo Shoot project in China, this paper evaluates how each project enhances the capabilities of communities and individuals in the domains of economy, technology, sustainability, and social participation. Additionally, this paper proposes policy recommendations based on CA to improve project designs, supporting fairer and more sustainable development in similar initiatives.
