Innovative Talent Cultivation in Basic Education: A Policy Comparison between Japan and South Korea

Abstract

This paper aims to compare the policies on innovative talent cultivation in basic education between Japan and South Korea. As global attention increasingly focuses on fostering innovative talents, educational policies that emphasize creativity and critical thinking have become essential for national competitiveness and societal development. Both Japan and South Korea, as leading educational nations in Asia, have implemented unique strategies and experiences in cultivating innovation through their basic education systems. This paper first summarizes the policy evolution of the two countries in cultivating innovative talents through basic education. Then the similarities and differences are explored between the two countries in terms of policy targets, policy objectives, policy implementation, and policy evaluation through a comparative research method. It is found that the two countries’ policies to promote innovative talent cultivation have some commonalities in curriculum reform, teacher training, assessment systems, and artificial intelligence education. However, these two countries have different policy priorities and school systems for cultivating innovative talents in basic education. The study concludes with recommendations for countries seeking to strengthen their educational practices to better prepare future innovators.
