Exploring Patterns of Educational Participation through K-Medoid: A Case Study of Central Java

Abstract

This study analyzes the level of education participation in districts/cities in Central Java Province using the K-Medoids algorithm. The data used includes gross enrollment rate (APK), net enrollment rate (APM), school enrollment rate (APS), and expected years of schooling (HLS). The elbow method was used to determine the optimal number of clusters, and the results showed that three clusters (k=3) were the most representative. Cluster 1, represented by Demak district, has high primary education enrollment but declines at the up-per secondary level, with moderate HLS. Cluster 2, represented by Kendal district, shows excellent primary education participation but faces major challenges at the senior secondary level and has the lowest HLS. Cluster 3, represented by Klaten District, reflects an area with equal education participation at all levels and the highest HLS. Based on the characteristics of each cluster, specific policies are recommended such as increasing access to secondary education, dropout reduction programs, and improving the quality of basic education. In addition, regular data monitoring and the use of technology such as education monitoring applications are also proposed to support policies. This research is expected to help decision-making in improving the quality of education in all districts/cities in Central Java.
