Abstract

As public data policies continue to be implemented, power enterprises, as public service institutions, urgently need to clarify the scope of their public data and promote the compliant utilization of such data. Based on practical needs, this article systematically reviews national, industry, and local regulations related to public data, and clarifies the policy orientation and core requirements for public data management within power enterprises. From the dual perspectives of government regulation and enterprise operation, it defines the scope of public data in power enterprises and constructs a three-tier classification system. The study further proposes a graded management strategy and a full-process control strategy for public data, providing both theoretical support and practical pathways for the opening and utilization of public data by power enterprises.
