- Abstract
Elderly service policy is of great significance to protect the basic rights and interests of the elderly. This paper quantitatively evaluates the sample documents of elderly service policies in Heilongjiang Province with the rooted theory, reveals the strengths and weaknesses of each policy using the PMC index indicator and summarises and discusses them. The study reflects the problems of insufficient policy output, the existence of sectoral jointness, the insufficient use of demand-based policy tools and the lack of attention to the direction of comprehensive regulation, and the conclusions of the study provide a scientific basis for the further optimisation of elderly service policies in Heilongjiang Province.
