Abstract

Bhinci-bhinciki kuli is one of culture realization at Buton society, Baubau town of southeast Sulawesi. This utterance gives not only identity of society but also social symbol they have, including the leadership. The leadership values based on local culture at Buton society, Baubau from Buton kingdom period untul now still kept. These values are part adopted in the government leadership. This study aims at knowing the implementation of bhinci-bhinciki kuli Philosophy in local government leadership at Baubau of Southeast Sulawesi. It uses qualitative approach with descriptive qualitative method. The result of this study shows that the implementation of bhinci-bhinciki kuli Philosophy in local government, Baubau started from the leader determination, leadership organization, leadership realization, guide, supervision, and leadership model. The characteristics of leader based on bhinci-bhinciki kuli Philosophy applies sarapatanguna and five poles of leader personality.
