Abstract

Amidst the profound integration of globalization and digitalization, the traditional model of higher education internationalization, reliant upon personnel mobility, encounters significant bottlenecks. Consequently, “Internationalization at Home” (IaH) has gained prominence as the central paradigm for advancing internationalization efforts, with digital technology serving as its pivotal enabler. This study initially clarifies the conceptual underpinnings of higher education IaH facilitated by digital technology. It leverages the functional features of artificial intelligence, virtual/augmented reality, big data, and cloud computing to construct a “technology-education-culture” three-dimensional theoretical framework, and expounds the empowerment logic of digital technology for IaH. Focusing on digital technology application scenarios, the study systematically sorts out policy orientations of international organizations (e.g., UNESCO, OECD) and practical explorations in regions like the US, EU, and China, clarifying the policy context and practical direction of digital technology-IaH integration. It further identifies key challenges in digital technology application, including the global digital divide, policy barriers, and insufficient teacher digital capabilities, and proposes targeted countermeasures. This research highlights the transformative value of digital technology in higher education IaH, providing theoretical references and practical bases for advancing the digital-driven internationalization transformation of global higher education.
