Abstract

This study explores the current status and challenges of public welfare entrepreneurship education in Liaoning universities and proposes corresponding reform strategies. While preliminary progress has been made under policy support, issues such as outdated educational philosophies, imbalanced resource allocation, and weak practical platforms persist. Key problems include strategic cognitive biases in management, homogeneous faculty structures, students’ ambiguous perceptions of social value, and curriculum systems misaligned with regional needs. To address these challenges, optimizing value assessment systems through policy guidance, integrating government-industry-academia resources to build innovation platforms, and refining a multidimensional “curriculum-competition-incubation” cultivation model to enhance the integration of educational and industrial chains. The research emphasizes the need to overcome institutional isomorphism and activate localized educational resources, transforming public welfare entrepreneurship education from formal supply to value creation, thereby cultivating talents with social responsibility and innovation capabilities to support regional development.
